Style library was introduced in an earlier edition ( somewhere around
+/- version 8. Before that time, all the styles were native to the
templates. As a result they got very large and unwieldy. Once the
external styles libraries were introduced, they were removed from the
templates, and only templates that were actually used in your design
were cached in each individual file. Unless you got into the habit of
creating many styles within an individual file, purging will have much
less effect.
To test this out, simply turn off the styles Library (use styles Library
= no). Then, open a new file from any one of your templates. You'll find
that your styles are very limited. Materials and colors will be almost
nonexistent.
