DWF from modelspace

I want to create a DWF file of my modelspace drawing. It's all 2D, and i just want to have a FULL SIZE dwf file that i can attach as an underlay.

The model file is large.. 2,000 meters by 1,500 meters. What would be the best way to do that?

DWF is electronic paper, nothing more: since you cannot get a paper that
size, you are out of luck.

PLOT to a scale to a sheet size and explore what you can and cannot do with
dwf underlays inside autocad.

Or XREF this dwg file into another, since all you want is an underlay.

Why not just open the DWG, create one paperspace layout like you want, and
publish the DWF from that? The paperspace layout will automatically update
from model space as you make changes to model space. You will always have
the layout around if you ever want to republish the DWF.

I wanted a DWF file that i could send out that could be used for measuring. I thought, if i could export objects out to 3D Dwf.. there would be similar ability to do the same with plain 2d dwf export. i like the idea of using DWFs as underlay objects, but if I'm publishing from a layout, when attaching the info in modelspace i'd have to tweak scale and location of the dwf file to make it match up with the geometry. I was hoping there was a way to export the data to dwf, and maintain x & y values and scales of the geometry.

I don't want to share out the CAD file, just the ability to measure and id coords using a DWF file instead.
