First thing I noticed is that none of your sketches are constrained. Also you should make use of symmetry about the origin. For example, Sketch1 in the Frame2.ipt should be constrained to the origin center point and Extrusion1 should be Midplane.

If you can get 2010 and fix up your parts I might be able to get you to a solution, but you should realize that you are trying a difficult problem - a static solution might be more achievable for a beginner.
