I wasn't able to reproduce this. Each time I inserted a new wire number it was centered. Can you post the .wdp file and the .dwg file where you are having this issue? If you can't post it can you send it to me directly at pat.murnen@autodesk.com. The only time it didn't center was when I had scooted the wire number over and then reinserted. Under these circumstances, when there is an existing wire number, it just updates the value and does not change its location.
What version of AcadE are you using?
