DWF File Size Issues

When using the publish command in conjuction with the Sheet Set Manager the DWF file size are large. For example, I have a title sheet that when it is plotted directly out of ACA 2008 from the layout tab the file size is only 380k. When I publish that same file from the sheet set manager using the DWF option button the file size ends up being 1980k.

I would like to know how I can use the sheet set manager to create DWF files that have the file size as if I printed them one by one with the correct DWF page setup.
